Consolidation plan
Each card is a group of pages the Autopilot found competing for the same intent. It names a suggested primary (the page that should win) and a decision for every other page. Decisions that remove a URL carry a risk level — verify high-risk moves in Search Console before you ship them. Overlap is measured from your content (titles, headings, body, URL patterns and internal anchors), so treat it as strong evidence to act on, not a ranking report.
